City Street Regulations
General Parking Regulations
Parking on city streets is prohibited:
- Within 10 feet of a U.S. mailbox
- Within 15 feet of a fire hydrant
- Within 30 feet of a crosswalk
- Within 20 feet of a driveway entrance to any fire station
- Within 30 feet of the approach to any traffic control signal, stop sign, or yield unless otherwise posted.
- Where the curb or edge of roadway is marked with yellow paint.
- In any alley except while loading or unloading materials, the time allowed for which is not to exceed 15 minutes, provided 10 feet of the width of the roadway is available for the free movement of vehicular traffic
- In a posted fire lane
- On any vacant lot
- In front of a public or private driveway or within five feet of the rounding of a driveway, alley or private street.
Parking on city streets is also prohibited when done for the following purposes:
- To display a vehicle for sale,
- To repair or grease a vehicle, except in emergency.
- To display merchandise for sale or for advertising purposes.
Playing in Street
It is against the law, as well as unsafe, to play ball, fly kites or participate in other sports in the public right-of-way.
Snow Routes
A number of major streets in the city are snow routes, designated by blue signs featuring a snowman. These streets are plowed and salted as needed by the city during a snowstorm. Other streets may be plowed or salted only after a Street Department inspector responds to a request and determines that conditions on the street are sufficiently severe.
When weather conditions dictate, city officials may declare a "snow emergency". Parking on snow routes is prohibited during such an emergency. In addition, all vehicles should be equipped with snow tires, radial tires, studded tires or tire chains during such emergency periods. Vehicles that are parked, stalled or abandoned on snow routes are subject to tow.
Handicapped Parking
Handicapped persons may obtain a parking place in front of their residence upon approval by the Office on the Disabled and the Street Department, unless they have access to off-street parking. Such designated parking places are marked with blue signs featuring the universal handicapped symbol. Interested persons must have a handicapped license plate or window placard from the State of Missouri. Applications for handicapped parking signs, handicapped license plates or placards may be obtained from the City of St. Louis Office on the Disabled, Room 30, City Hall, 622-3686 or TDD# 622-3693. There is no fee for this service.
Vehicles without appropriate plates or placards parking in handicapped parking places on the streets or parking lots may be ticketed, with a fine of $50 - $200.
Parking for Trucks, Buses and Recreational Vehicles
Commercial trucks and buses are not permitted to park upon any public or private street where the abutting land is zoned for residential use.
These restrictions do not apply to:
1. Any pick-up truck, tractor or truck which is rendering service or loading or unloading materials.
2. "Non-Commercial" pick-up trucks with clean or covered beds, without advertising or stakes inserted in the sides, or bumpers raised more than 26 inches from the street.
A "non-commercial" pick-up truck is a four wheel motor vehicle, having an enclosed cab and an open body with low sides and tailgate, used or maintained privately for the transportation of property solely for personal use.
Recreational motor vehicles over 24 feet in length may not park on residential streets between 2:00 a.m. And 7:00 a.m. and may only park for 30 minutes between 7:00 a.m. and 2:00 a.m.
In addition, tractors, trailers, or homemade trailers, coupled or uncoupled, cannot be parked or stored on any public street or alley in a residential area. Uncoupled trailers or homemade trailers cannot be parked or stored on any public street or alley. Where streets are marked with "Commercial Vehicles Prohibited" signs, all truck traffic is prohibited except while rendering service or loading or unloading.
